Of course you can! Most of the people in the big European cities speak English, and most of the tourist information is in English. However, I do highly recommend that you take a phrase book with you, or even better a pocket electronic translator. Which is a great help when you are starving and you don't know what "formaggio" is.
It is also a good practice to try to learn a bit of the local language. When you travel to France, specially Paris, you must take into account that the French people consider rude any tourist who starts a conversation in English. If you do that, make sure that you will not get what you want. What you must do is to salute them and then ask them - in French - if they speak English. In this way, you will receive an smile and the solution to your problem. Against what most of the people think, they will love to hear their language in your accent, and will appreciate the effort that you are doing to communicate in their own language.
